From 1991 to 2013, progress was constant and significant. An increasing number of countries joined these efforts, led mainly by the United States, the United Nations, and the European Union.
Since 2013, the reference text has remained the same for European Union countries: Regulations (EU) 1258/2013 and 1259/2013 of the European Parliament and the Council.
